Was cruising with a friend with me in my Z and him in his R34. As were getting off the freeway, I see a CTS-V coupe hop across two lanes and exit behind us. He comes up beside us and proceeds to try to provoke my friend to race for the next few miles.

There were some R34s that were federalized (and thus are legal) by a company called Motorex (who later started illegally importing un-federalized ones as well).

The more likely explanation is that it came in illegally and got plated somewhere where they were lax about checking such things.
